Ministry of Industry and Information Technology: The 12th Five-Year Light Industry Increases Annually by 9%

The Ministry of Industry and Information Technology recently issued the “Twelfth Five-year Development Plan for Light Industry”. The "Planning" proposes that during the "12th Five-Year Plan" period, all light industrial added value will increase at an average annual rate of 9%, and the light commodity industry's main merchandise export volume will increase at an average annual rate of 7.5%.

During the “Eleventh Five-Year Plan” period, light industry increased its structural adjustment, transformation and upgrading efforts, and realized stable and rapid development of the entire industry. During the “Eleventh Five-Year Plan” period, the industrial added value of enterprises above designated size in light industry increased by an average of 15.5%. The output of more than 100 kinds of products in household appliances, leather and other industries ranks first in the world, further consolidating China’s position as a world’s largest producer and consumer of light industrial products.

During the “Twelfth Five-Year Plan” period, the development of light industry will face many risk challenges such as the increasingly complex international trade environment, the gradual weakening of low-cost advantages, and increasingly constrained resource and environment.

In order to support the healthy development of light industry, the Ministry of Industry and Information Technology issued the “Twelfth Five-year Development Plan for Light Industry” and proposed the goal of an average annual increase of 9% in the value added of all light industries during the 12th Five-Year Plan, focusing on cultivating the export industry’s competitive advantage and further optimizing the export products. In terms of structure, the export volume of major commodities increased by 7.5% annually.

In addition, during the “Twelfth Five-Year Plan” period, the light industry will also focus on independent innovation and technology research and development, promote the resource endowment type, labor-intensive industries from the east to the central and western orderly transfer, improve the effective level of acceptance, and optimize the industrial layout.

The "planning" proposes that the proportion of research and experimental development expenditures of key enterprises above designated size accounts for more than 1% of the main business income, and the technological innovation system with enterprises as the main body is further improved, and a batch of technical standards are revised and revised. The proportion of the total output value of light industry in the central and western regions to the total value of light industry in the country increased from 32% in 2010 to 40%.
