New Energy Vehicle Development Must Break Down Local Protectionism

The International Battery Industry Exhibition and the International Super Capacitance Industry Exhibition held in Shanghai recently attracted a number of battery and super capacitor industry chain companies, including Shanghai Aowei Technology Development Co., Ltd.

“We are the super capacitor supplier for the super-capacitor city bus in Shanghai World Expo. Now there are two bus lines in Shanghai that use our products.” Noted that this company's booth was close to the end of the afternoon exhibition, but Jiang Qi, the company’s trade manager, still Chatting with reporters with great interest, he also expressed some pride on these achievements, but the next topic was not so easy.

When asked by reporters that in addition to the overseas development plan in other regions, Jiang Qi was exposed. “Beyond Shanghai, you should also know that local protectionism is terrible.” In fact, a simple sentence uttered At present, the biggest obstacle to the development of new energy vehicles.

Aowei's supercapacitors can be used in hybrid power buses and trucks, hydrogen and fuel cell-based power systems, hybrid cars, etc. Different from conventional electrolytic capacitors and batteries, supercapacitors are new types of energy storage devices developed in recent years. Due to the combination of the above two characteristics, it is playing an important role in many fields and will replace the battery in some areas, which will be one of the development directions of new energy vehicles. However, the poor promotion of new energy vehicles will undoubtedly directly affect the company's orders.

In early 2009, the Ministry of Science and Technology, the Ministry of Finance, the National Development and Reform Commission, and the Ministry of Industry and Information Technology jointly launched the “Ten Thousand Cities” project. The main content is that by providing financial subsidies, it plans to use 3 years or so, develop 10 cities each year, and launch 1,000 cities each year. The new energy vehicles will carry out demonstration operations and strive to make the nation's new energy vehicles reach 10% of the market share by 2012. However, there are some problems that cannot be ignored in the specific implementation. Each demonstration city will use local interests to purchase local energy products when purchasing new energy vehicles. Shenzhen will preferentially purchase electric vehicles from local car companies BYD, Beijing will purchase Beiqi Futian hybrid buses, and Shanghai will fully support SAIC.

It is not conducive to the healthy development of the industry that all localities preferentially purchase from local auto makers. The subsidy for new energy vehicles is subsidized by local finances for auto companies, and the local fiscal revenue comes from the taxation of local companies. As a result, local governments do not “flow water to outsiders”, and subsidies for new energy vehicles are limited to local companies, not to foreign car companies. Openness has made it difficult for many brands to enjoy local subsidies. If local procurement ignores factors such as the merits of the product, fuel efficiency, and purchase price, it will blindly be optimistic about the car prices, and will not lead to improvement, resulting in inertia in technology research and development. skill improved.

In July 2012, the State Council issued the “Energy-saving and New Energy Vehicle Industry Development Plan” and proposed that the current focus be on the industrialization of pure electric vehicles and plug-in hybrid vehicles. By 2015, the cumulative number of pure electric vehicles and plug-in hybrid vehicles will increase. Production and sales volume is expected to reach 500,000 vehicles. Judging from the current progress, there are many obstacles to achieving this goal. The executive meeting of the State Council held on July 12 this year called for the promotion of energy conservation, environmental protection, and the consumption of recycled products. Government official vehicles and buses should take the lead in promoting the use of new energy vehicles and improve their supporting facilities. However, the larger market is in the private car sector, and it still faces many problems such as insufficient construction of supporting facilities and poor performance of electric vehicles.

At this stage, the development of new energy vehicles in China requires joint cooperation between cities and cities. It should not divide the market for self-interest, and local protectionism needs to be eliminated.
