China's "Twelfth Five-Year Plan" will focus on promoting the localization of ATC equipment

On the 13th, the opening of the Shanghai International Business Aviation Exhibition 2011 included the appearance of nearly 30 business jets for high-end buyers from Boeing, McDonnell, Hewlett-Packard, and Canada’s Bombardier. While many leading international aircraft manufacturers have stepped up their efforts to seize the Chinese business jet market, more aircraft take-off and landing requirements are also supporting the accelerated development of the domestic air traffic control system.

With the start of low-altitude airspace management reforms and the rapid explosion of the business jet market, air traffic demand has risen.

According to Xu Chaoqian, the Assistant Director of the Air Traffic Management Bureau of the Civil Aviation Administration of China, during the “Eleventh Five-Year Plan” period, the Civil Aviation Administration basically adapted to the development requirements of civil aviation, and the civil aviation safety protection took off and landed 24.55 million vehicles in five years, with an average annual growth rate. About 15% is basically the same as civil aviation development.

On the other hand, the ATC system has increased investment, and large-scale ATC facilities in Beijing, Shanghai, and Guangzhou have been transformed. Chengdu, Xi'an, Shenyang, and Urumqi have successively developed large-scale ATC facilities. At the same time, the construction of airport air traffic control projects and air traffic control infrastructure have been greatly accelerated. The entire investment is equivalent to the sum of the first two five-year plans.

According to statistics, in 2010, the number of business jets taking off and landing at airports across the country has exceeded 10,000 flights. Shanghai is an important choice for business jet operations. According to Wang Guangdi, Chairman of Shanghai Hawker Pacific Business Aviation Ground Service Co., Ltd., last year, the Shanghai business jet base secured about 3,500 business jets at Hongqiao and Pudong airports, accounting for one-third of the country’s total, and is expected to take 10 annually. The rate of increase from 1% to 15% has steadily increased.

A business jet is a business aviation vehicle. In the country, it is generally referred to as a jet with a capacity of 50 tons or less and 4 to 20 seats. Business aviation, as a means of general aviation activities, refers to the use of dedicated aircraft to provide business travel aviation services for high-end business guests or politicians. The ever-increasing demand for business aviation in recent years has attracted domestic and foreign aircraft manufacturers to step up their efforts to seize the Chinese market.

On March 24th, COMAC signed an agreement with Bombardier to achieve long-term strategic cooperation in commercial aircraft. On April 12, Embraer signed a cooperation framework agreement with China Aviation Industry Corporation ("AVIC") to use its existing infrastructure, financial and human resources of Harbin Ambowway Aircraft Industry Co., Ltd. The assembly and production of the Race 600 and Legacy 650 jet business jets.

On March 31st, Eastern Airline’s wholly-owned subsidiary—Oriental Business Aviation Services Co., Ltd. obtained the “CCAR-91 Department Aircraft Operator Qualification Operational Specification” issued by the Civil Aviation Administration, and officially obtained the CCAR-91 Department Aircraft Accreditation Operator Operational Qualification. At present, two business jets from domestic companies have officially been hosted.

Xu Chaoqian said that the continuous increase in transportation demand is becoming a major problem and pressure for the current ATC system. The number of airports will increase by 220 in the next five years. Air traffic control will ensure that the number of aircraft movements will also increase from 5 million in 2009 to 2010. Of the 6 million times, it has been upgraded to more than 10 million times in 2015. In addition, with the reform of low-altitude airspace, general aviation's air traffic management needs will be further enhanced. In the future, it will be necessary to meet the diversification of general aviation entities and diversification of aviation activities. Air traffic control systems will face many challenges.
