Japan's Circular on Inspection of Residual Pesticides in Frozen Foods

On May 1, 2008, the Ministry of Health, Labor, and Welfare of Japan issued the notification No. 0501006 of Food Safety Dispensing: Residual pesticides (dichlorvos or phorate) were detected in domestic self-inspection of frozen processed foods produced by two manufacturers in China. Therefore, the quarantine station has been required to retain its import formalities during the period when the cause of the quarantine has not been ascertained. Recently, according to the findings of the relevant local governments, the products of the two manufacturers are currently ordered to carry out self- inspections each time they import products.
In addition, in the remaining pesticides subject to self-examination in February 1, 2008, Food and Nutrition Dispensation Notification No. 0219003-1(2), pyrarin was added, and two producers were added to the inspections. Please refer to the appendix for the modification of this notice.

Although they have been instructed by importers to confirm whether the raw materials of processed foods are suitable for the benchmark of pesticide residues according to the Imported Food Surveillance and Guidance Program, and specially issued the Food Safety Issue No. 0601002 on June 1, 2007 and the Food Safety Issue No. 072008 on July 20th. To ensure the safety of food imported from China. However, according to the recent detection of residual pesticides from frozen foods, the raw materials for processed foods will be treated as follows.
1. Inspection objects, inspection items and inspection frequency
(1) The importers of all processed foods confirm the manufacturer's confirmation of raw material and the management of residual pesticides at the production and processing stage.
(2) When the foods produced by five Chinese manufacturers are imported, please retain the goods and carry out independent inspections on dichlorvos, phorate and methamidophos.
(3) In order to test the management of residual pesticides in raw materials and production and processing stages, organophosphorus pesticides (dichlorvos, phorate, and methamidophos) are applied to the foods produced by manufacturers other than the manufacturers mentioned in (2). Monitoring inspection. If the importer submits inspections of dichlorvos, phorate, and methamidophos, or if the manufacturer implements plant management of the raw crops on the basis of the Japanese residue pesticide standards, and the pharmaceutical management of the production and processing equipment is carried out and regular inspections are performed, You may not implement monitoring inspections.
2. Selection of test products
According to Schedule 2-4 of Food Safety Dispatch No. 0330001 dated March 30, 2007.
3. Test methods
Based on the March 7, 2008 liaison with the "Measurement Method for Residual Organophosphorus Pesticides in Foods", it was implemented.
4. Precautions
(1) Half of the selected specimens were uniformly crushed for examination, and the remaining uncrushed ones were preserved.
(2) When the residual pesticide is detected, confirm the cause of the residue, and combine the residual reference value of the raw material, the blending ratio, and the production and processing methods to determine whether the product meets the specifications.
(3) When the cause of dichlorvos and dibromophosphate is not clear from the product or the product is difficult to inspect, perform a separate inspection on the raw materials that can be physically separated.
