The new standard stipulates that the organic chlorine pesticides included in the monitoring include dicofol and chlorothalonil crude drug products. Standards are separated by new and old ones, implementing different deadlines for existing enterprises and new projects. For existing enterprises, the following water pollution emission limits shall be implemented as of January 1, 2009: the pH of the wastewater of dicofol and chlorothalonil crude drug products shall be 6 to 9, and the chemical oxygen demand of wastewater (CODCr) shall be ≤ 150 mg/L. Since July 1, 2010, some of the existing enterprises' water pollutant discharge indicators have implemented more stringent concentration limits: the effluent suspended solids content of dicofol and chlorothalonil crude drugs is ≤ 50 mg/L, and chemical oxygen demand (CODCr) ≤100mg/L; baseline waste water discharge per unit product is dicofol original drug product ≤18m3/t, chlorothalonil original drug product ≤80m3/t. For new projects, the above criteria will be implemented as of July 1 this year. When the enterprise produces two or more products at the same time and the sewage is mixed, the strictest concentration limit in the discharge standard shall be implemented. In areas where the national land development density is already high, the environmental carrying capacity has begun to weaken, or environmental capacity is small, the ecological environment is fragile, and serious environmental pollution problems are likely to occur, correspondingly lower and more demanding special emission limits are implemented accordingly.
